Because you're assuming a unilateral response to positive cases along with a unilateral testing methodology, both of which you should have disregarded after reading any five pages from this thread over the last two weeks.How do you get that from the argument that people should simply assume the worst and take strong personal measures regardless of official numbers?
No state or, I'm betting, no two counties are approaching this virus in an identical fashion (which is part of the problem) and saying things like "well if you test positive, they'll just tell you to do x" is foolish.
