In Hamburg in northern Germany, a bar has to close its door for the first time in 70 years. That's right, the bar has been open nonstop for over 7 decades.
There's only one problem: The owner of the bar doesn't have a key for his front door, he never had to lock it after all.

Said bar didn't close, it now serves as a soup kitchen and it hands out clothes to homeless people.

Per your idea regarding the state, no, actually, the state exists to support Society in providing what society itself will not produce, but still needs to Function. This includes law enforcement, Crisis management and socioeconomic administration within a given scope such that certain human rights are preserved. And there's absolutely not an increase in crime and record sales of guns ongoing.

This is a pandemic and the USA issued "Stay -at-home" orders, as stated in the comment you replied to. You are not bolted into your home, you are not being stopped from attending to your everyday needs, you are literally being told to stop acting like an idiot in the middle of a pandemic so that it does not become a massive plague in the first place. Because, if you bothered to actually consider what I wrote, a pandemic is easier to contain, respond to and deal with than a plague. You still have your freedom to purchase guns, go to essential stores, and carry on your life per normal save for the exception of gathering in public during a god damn pandemic, thus becoming hosts for the virus to both spread and mutate in. The National Guard also responded to Katrina, and they didn't seem to round up you special little heroes up and make you face the wall. They've also been deployed to help shovel snow during emergency snowfalls in multiple states. Almost like emergency response (which, again, is what normal, psychologically healthy adults consider an event with the possibility of killing thousands of people) is their primary domestic function.

Michigan Lockdown, Day 1
Governor on the internet and radio throughout the day talking about how it's everyone's responsibility to stay home or otherwise work to prevent viral spread (to which I agree, haters don't @ me) and that it's "patriotic" to do so (which I fail to see how it's relevant, but this state has a large conservative side to which she must appeal). Emphasizing that at least here there is no force of law behind the order for individual citizens, only for businesses. Violation is a misdemeanor that carries a fine. So no drama with cops pulling people over and asking where they're headed.

Traffic lighter than in past weeks. At work we are awash mostly with calls from people asking about testing or whether their appointments are still being kept. Mood is jovial, from gallows humor to normie memes on the office chat. Everyone is trying to stay busy, which is not hard for now but we're noticing less and less demand for medical attention outside of COVID-19 symptoms. People are beginning to stay away from the doctor, which has good and bad implications.

Do not avoid medical attention if you think you need it. It would be a giant stupid shame if that cut on your arm got infected and you didn't get it treated for fear of Corona-chan only to have some ER doc have to amputate to save your dumb ass.
