I take back my original statement. I now think that the CCP places more value on keeping its own citizens alive so they can retain legitimacy. Giving other nations their faulty trash is likely intentional (and the upstream problem is their massive existing problems with producing anything of consistent good quality). They'll probably run a shameless propaganda campaign later saying that pointing out the Chinese equipment they gave back is faulty is racist.

What stops them from just erasing the dead from record? Nothing. Millions in China will disappear from history, from the virus or by voicing dissent.

They dont care about keeping their citizens alive, only keeping up the appearance they do. Propaganda and image is the number one priority in any authoritarian regime. Placate the masses by showing hopeful and uniting messages. Vilify the outside world. This stuff in itself acts as PR to feed the rest of the world.

Oh I agree with you there. I just believe that the reality will be a good portion of their response was successful, but they will do due diligence to erase mistakes where they can. Whether this is blatantly intentional or by way of not recording certain cases as death by COVID-19, I do not know.

I just believe it in the very nature of the CCP to keep up appearances inside and out. A lot of the lack of communication and exact info sharing with the rest of the world is strategic. The aim at this point is to be the first great power to recover from this pandemic. They will have a decisive advantage. This entire situation has the potential to shift power imbalances and catch other nations off guard.

Even when I was living in the waning days of the USSR, keeping public appearance was everything. While China is most certainly not a communist regime, they have never veered from their mentality of being control freaks.

There is incentive and political precedent for even the local officials to lie about numbers. How do you move up in the CCP during a time like this? Report numbers that make you look good!

Back in one of Mao's many revolutions, they had a campaign to grow rice in order to feed the entire country. Turns out everyone tried to one up each other on a local level, so a village would report 100 tons when they only had 50 tons. But the CCP would calculate the government allotment based on this false number, taking all 50 tons because it was assumed they had 50 left over. Unsurprisingly this lead to famine.

I acknowledge that people and societies learn and change, but given the current regime there is still the very same incentive to fudge a few figures here and there.

Think about it - the moment the number of daily cases began to wane, everyone heard about it. Internationally. In a media environment where doom and gloom sells better than good truths, this good news was practically shouted from the rooftops.

And maybe the strict quarantines and aggressive treatments DID work. One cannot discount the simplest answer being the right one. But past behavior seems to be a good indicator of future behavior, and the cultural mentality of saving face within the CCP has remained the same since inception.
