Everyone says it's satire because Verhoeven explicitly says it's satire, specifically towards the sincerity of the book's politics, and he's got a decent track record for satire in the genre with Robocop. Whether it's successful at being recognized as such divorced of his explicit declaration is another matter. The fact that the film ends up as a standard space soldier movie is a reflection of the source material. This is not one of Heinlein's better works, but it is mercifully one of the ones where the main character doesn't enact an oedipal quest spanning centuries

Again, how is Robocop satire? What is it satirizing? "Corporations are bad" isn't satire that's just the Alien franchise. Aside from some over the top violence it's played completely straight. I genuinely think that guy doesn't know what satire means, he just makes big ridiculous movies that people like but he wants to be seen as smarter than he is. That quote from him more or less proves it ib my opinion, it's just a cope for the politics even though in the book the entire society appears to be multiracial and gender egalitarian (I think Rico was Puerto Rican in the book.)
It's a satire on the places American policing was clearly headed in 1987, and the privatization of the same such as was already happening in the prison system. He imitated that to make a different point about it, successfully satirizing it.
You don't have to be particularly smart to engage in satire successfully. See: the entire history of MAD magazine. They're still also big dumb explosion movies at the same time
Yeah but it's not satire if the thing they're satirizing is ultimately justified which it was in the movie. Judge Dredd could be seen as an actually competent satire of that very same thing. See with Starship Troopers the satire would be found in if it's revealed that Humans ultimately kicked off the war and they were the invaders making all the news propaganda. But that was never in the movie so everything is justified. All we are left is with very standard action movie tropes and pretty normal character arcs. I mean "based kind of on a thing we see now" would mean Avatar is also satire and it isn't. Satire needs to criticize the thing it's about and in both these cases even the extremes are justified because its in a world where the antagonists are even more extreme.

The point is that you do not need to have a quality yourself to be able to criticize a quality in another accurately.
A person doesn't need to be an artist to call that banana taped to a wall stupid bullshit, and they don't necessarily need to look like the male or female ideal to call someone ugly or unattractive regardless of if they're "correct" or not. This is of course not even bringing personal preference into the discussion which makes it even murkier waters to claim that someone's not attractive enough to comment on another specific person's appearance.
