Same reason any couple in a loveless marriage doesn't do that: Nothing in common and they don't even like each other; if either of them had anything better lined up the divorce would have already been filed. I'm not 100% up on this lore but it sounds like they stopped sharing a bed already.

The marriage is a sham, so why should either of them care about the anniversary? They are much closer to roommates than an actual married couple so they could celebrate the day she moved in for all the difference it would make.

You're also coming at this from the wrong mindset: Phil is much too lazy to do anything involving actual work, even if the payoff is great. If you don't believe me, just watch any of his streams. Or notice how often he "accidentally" screws up dinner and has "no choice" but to get takeout.
