That description unironically sounds like the artist is a real problem solver. He's right in that women's clothing usually only reinforces how manly troons look, so trying to design clothing that fits men but is patterned and fashioned after women's styles is pretty clever. They still all look like men, though.
It's hardly unheard of to do this. Any decent sized city has clothing stores that openly advertise they serve crossdressers using whatever is the most politically correct term of the day.
