It's a common requirement for felons, especially felons convicted of crimes of violence, or felons considered to be at high risk to reoffend. Marshall certainly fits the bill as he is both.

ETA: I bet Marshall's PO thought long and hard before he allowed Marshall, guilty of a crime of violence against a woman he was in a relationship with, to move across the country to enter a relationship with a woman on welfare who has several vulnerable children. If he had been in the federal system, he likely would have been denied permission. The federal parole and probation system is much better funded and does a much more intensive job of supervision.
