I'm Canadian and I've noticed a huge difference in the perception of Americans in the media, depending on who's president. You'll mainly see this shit on CBC. When Clinton was president, it was, "We may not always get along with Americans but they're our closest allies." Then when George W. Bush was president, it suddenly switched to "AMERICANS ARE ALL EVIL RACIST NAZI BIGOTS!!!".... then when Obama was president, it went back to "We may not always get along with Americans but they're out closest allies.".... now that Trump is president, it's gone back to "AMERICANS ARE ALL EVIL RACIST NAZI BIGOTS!!!".

That's not a huge deal, either.

Saying that Orcs may develop "a limited capacity for love, empathy and compassion" if raised outside its culture, while still retaining their natural blood-lust and desire for bashing heads works well for what they're trying to do. That is, allow the use of full-blooded orcs as a playable race in the game while giving them a schtick of more than just "human with different proportions and precisely one exaggerated racial psychological trait" like most other non-furry races in D&D.

Yeah, they many not be automatically on the Evil side of the alignment chart like other races are but let's be honest here: you can have the most Lawful Good character in the world, but if they're emotionally stunted, are psychopaths (limited empathy and compassion!) and have a habit of decapitating drunkards when their temper gets the better of them, they're still going to be seen as evil by the average punter at the inn they just got kicked out of.
