Wuhan Coronavirus: Megathread - Got too big

The mayor's talking again (he's been at it daily) and as per usual, it's all about the poor blacks and now it's a special focus on domestic violence (a whole family shot two days ago, 5 people aged 14-41 dead) alongside their poor health. Keep blaming whitey, cancel all the festivals this summer, but let the DNC convention go ahead. That'll build a lot of goodwill, Barrett, you numbskull.

It's especially egregious since they never even address the root cause of the violence - black people beat the fuck outta their kids, and the poor health - they CHOOSE to eat like shit. With the schools locked down, I can't imagine those little paychecks-slash-punching bags are seeing any relief. I really do feel for the children, they didn't ask for that life.

I know this is few days old, but apparently there was a house party in Chicago with over 800 people.

Guess what ethnicity they belong to?

Some days ago the news were going apeshit over the incidents of people breaking quarantine. It was when the kids first were allowed to come out. And indeed many incidents happened that day with people being assholes. Including muslims making some kinda nightly party for religious reasons and some tourists making a daily party for entertainment.

This reminded me of that. And I can't help but chuckle. Because both incidents that the news went apeshit over had the same amount of people in them. And the oh so horrifying number that was oh so irresponsible... was 18. Meanwhile niggers over there made their way deep into the triple digits like it's fucking nothing.

Btw. The one thing that spreads the virus the most is aglomeration of multitudes in small enclosed spaces... And then they say institutional racism is killing the dindus.

Michigan, USA

Governor Gretchen Whitmer (D)'s emergency authority is set to expire on April 30th. She claims she does not need the legislature's approval to keep her emergency executive orders in force past that date. The legislature (both houses are Republican-controlled) claims she does.
The legislature met yesterday and today, and will be meeting tomorrow. The Senate passed two resolutions (Resolution 111, archive; Resolution 112, archive) yesterday asking Governor Whitmer to allow elective surgeries to resume and construction companies to open; and to change our guidelines for "essential" workers to match the federal guidelines.
[ETA: Previously, the state senate passed a bill to limit the Governor's emergency powers in future crises. Governor Whitmer has said she will not sign any such bill, and the republican majority is not veto-proof.]
Today's attempts at negotiations appear to have failed, and nothing seems to have gotten done.
[Edit: Reorganized part of this section for clarity. Thanks, @RodgerDodger ]

I wasn't planning on posting articles until something was official, but some of Governor Whitmer's comments seem noteworthy to me.

Governor Gretchen Whitmer said:
“The Republicans in the Legislature want to negotiate opening up sectors of our economy," Whitmer said. "They’re acting as though we are in the midst of a political problem. This is not a political problem that we have. This is a public health crisis. This is a global pandemic.

“I am completely focused on saving lives. I am not going to engage in political negotiations with anybody. We don’t have time for politics and games when people’s lives are on the line."

Governor Whitmer also released a plan to provide free college for essential workers without college degrees.

SHUTDOWNS
Shelter-in-place order and shutdown of everything non-essential from Tuesday March 24 to Monday April 13. Friday, May 1, Friday, May 15 (archive) (executive order saved on KF) Marijuana shops are open. Tobacco shops are closed (archive). K-12 schools suspended for remainder of year, but alternate learning plans will be implemented (archive) (archive). Facial coverings are required in enclosed public spaces starting Monday, April 27, but there is no criminal penalty for not complying.
Lawsuits against the shutdown order are multiplying (archive). However, "all deadlines applicable to the commencement of all civil and probate actions and proceedings" are suspended until the end of the states of emergency and disaster. (archive). Major protest at the State Capitol April 15 (A&N thread). Minor protest outside Governor's Mansion April 23 (archive).
The Big Three Auto manufacturers (Ford, GM, Chrysler) have closed all factories in the USA, putting well over 150,000 workers out of work. This figure does not include workers at supplier factories, which were also obliged to close. (archive) (archive) (archive). They are still making a small number of parts for emergency vehicles, and production of ventilators, etc. has begun (archive- GM's ventilators, April 17.) Ford is preparing to reopen (archive - April 26).

ECONOMY AND MISCELLANY
Over 1 million unemployment claims filed = 10% of the total population of the state, nearly 25% of the workforce (Archive - April 16).
Big Brother is watching, and he approves. Massive phone-tracking project reveals Michigan travel down by 45%, compared to 40% nation-wide (website) (news article archive).
Car crashes are down, fatal car crashes are down, and overall death is actually down. (archive - April 12)

FREE STUFF!
Evictions suspended while the state of emergency lasts (archive)
Water will be turned back on for all households while the crisis lasts (archive)

HEALTH CARE
Hydroxychloroquine banned by governor's order (archive). Nevermind LOL! Now she's asking the federal government for it and claiming the ban was a mistake in the first place. (archive). Detroit-area hospitals are testing the drug's effectiveness as a preventative on first responders and health-care workers (archive).
Elective surgeries are banned. This does not include abortions (thread).
Up-to-date count of available hospital beds, etc. in the State (the Detroit area is "Section 2, North and South.")(government website)
Detroit field hospital admits first 8 Corona patients. It will only be taking the less-serious cases. No one on ventilators.(archive - April 14)
Another field hospital in Detroit scaled back after drop in cases. Original plan was to open with 1,100 beds. Now they are only going to open with 250, planned to open April 20. (archive - April 11).
Our statistics are inaccurate, because deaths are being both overcounted and undercounted (archive).

LAW AND ORDER
All localities given more discretion to release prisoners early (archive). The State prison system is not currently releasing inmates early.
Lansing (the capitol) police are not physically responding to minor crimes such as larceny, property damage, and break-ins to unoccupied buildings, including garages. Other police are adopting similar policies (archive) (archive).
Detroit crime still down (archive - April 12); Muskegon police report crime is up (archive).
Breaking the lockdown is a misdemeanor, punishable by $1500 fines and 90 days jail time. Governor Gretchen Whitmer (D) has stated there will not be a "ramp up" of police enforcement (archive). The attorney general has left it to local law enforcement to close businesses, as her hands are full with price-gougers and con artists (archive).
The police cannot, at present, pull drivers over simply for being out during the shutdown (archive). Local police in the rural north and in Detroit suburbs have alike stated they will not be enforcing parts of the order (archive).

OFFICIAL DEATH TOLL

The State of Michigan reviews deaths and adds overlooked cases to the official statistics three times a week. 40 deaths were added yesterday.
MDHHS said:
Regular reviews of death certificate data maintained in Vital Records reporting systems are conducted by MDHHS staff three times per week. As a part of this process, records that identify COVID-19 infection as a contributing factor to death are compared against all laboratory confirmed cases of COVID-19 in the Michigan Disease Surveillance System (MDSS). If a death certificate is matched to a confirmed COVID-19 case and that record in the MDSS does not indicate the individual died, the MDSS record is updated to indicate the death and the appropriate local health department is notified. These matched deaths are then included with mortality information posted to the Michigan Coronavirus website.

Finally something worth posting from Poland. Numbers first: +422/+28/+370 new cases/deaths/recoveries. Meaning we were so close to finally having a day with a net decrease of active cases. Maybe tomorrow.

A plan to rescind further restrictions was also announced, starting early May. Reopened shopping centers, libraries and museums. Also nurseries and kindergartens. A bunch of city authorities already came out saying they won't do it.

Cases by region. As you can see, most places have already flattened the curve real good, but we still have a couple problem areas in Silesia. Highly urbanized places with mining industry. Over 130 miners tested positive lately and this number is likely to go up.

Data on deaths, now that there's a somewhat meaningful sample. Age distribution is as expected. There seems to be much less of an overall gender disparity than elsewhere though.

Some interesting articles.

Problems with CA's unemployment system. It's ancient.

The house arrest Nazis must have creamed their jeans over this one. Just a matter of time before there is a violent reaction.

SF Bay Area mass transit issues, now and future.

Hope these parents moved their business somewhere else. Utterly fucked up. Fuck this bank and every sack of shit that works there.

His Royal Highness Cuomo today said the NYS Fair, Saratoga Racetrack, and pretty much any other events statewide are cancelled this year. No local/regional events that would draw people from other areas until NYC/NJ/CT are fully open. So not til fall, but then it's flu season and Wave 2 so really 2021. Probably forget about county fairs, indoor and outdoor concerts, your local pickle festival, etc. Not seeing a scenario under his rules where theme parks open, or tourist lake towns like in the Finger Lakes or Lake George. Tourism is dead in the State of NY effectively this year.

Unless of course some of the larger companies start moving out of New York City. Then, not only will the state be opened up, people will be forced out of their homes at gunpoint to go watch Legally Blonde: The Musical on Broadway in order to get the economy going again.

The one smart thing the Michigan Legislature did was set an expiration date on her emergency powers. Especially after she started demanding an indefinite state of emergency. They don’t need a Veto Proof Majority. Her power expires at Midnight Tomorrow Night as does anything enacted under that power. If she tries to argue otherwise she will get slapped down by courts in a matter of hours. The Courts can’t order the legislature to extend the emergency, nor can they extend it themselves. All they can do is smack Whitmer down hard. This is checks and balances working as intended.

Maybe, maybe not. We've got two laws that seem to say two different things, or at least that's what's being argued.
Act 302 of 1945, MCL section 10.31-.33 seems to give the governor an indefinite timeframe, and that's what she's been arguing.
Link, archive
(1) During times of great public crisis, disaster, rioting, catastrophe, or similar public emergency within the state, or reasonable apprehension of immediate danger of a public emergency of that kind, when public safety is imperiled, either upon application of the mayor of a city, sheriff of a county, or the commissioner of the Michigan state police or upon his or her own volition, the governor may proclaim a state of emergency and designate the area involved. After making the proclamation or declaration, the governor may promulgate reasonable orders, rules, and regulations as he or she considers necessary to protect life and property or to bring the emergency situation within the affected area under control. Those orders, rules, and regulations may include, but are not limited to, providing for the control of traffic, including public and private transportation, within the area or any section of the area; designation of specific zones within the area in which occupancy and use of buildings and ingress and egress of persons and vehicles may be prohibited or regulated; control of places of amusement and assembly and of persons on public streets and thoroughfares; establishment of a curfew; control of the sale, transportation, and use of alcoholic beverages and liquors; and control of the storage, use, and transportation of explosives or inflammable materials or liquids deemed to be dangerous to public safety.
(2) The orders, rules, and regulations promulgated under subsection (1) are effective from the date and in the manner prescribed in the orders, rules, and regulations and shall be made public as provided in the orders, rules, and regulations. The orders, rules, and regulations may be amended, modified, or rescinded, in the manner in which they were promulgated, from time to time by the governor during the pendency of the emergency, but shall cease to be in effect upon declaration by the governor that the emergency no longer exists.
(3) Subsection (1) does not authorize the seizure, taking, or confiscation of lawfully possessed firearms, ammunition, or other weapons.
But Act 390 of 1976, MCL 30.403 gives the 28 day timeline, subject to extension by the legislature. They've already extended it once, and they're arguing that without their approval, the states of emergency and disaster (which are two separate things) will expire.

(1) The governor is responsible for coping with dangers to this state or the people of this state presented by a disaster or emergency.
(2) The governor may issue executive orders, proclamations, and directives having the force and effect of law to implement this act. Except as provided in section 7(2), an executive order, proclamation, or directive may be amended or rescinded by the governor.
(3) The governor shall, by executive order or proclamation, declare a state of disaster if he or she finds a disaster has occurred or the threat of a disaster exists. The state of disaster shall continue until the governor finds that the threat or danger has passed, the disaster has been dealt with to the extent that disaster conditions no longer exist, or until the declared state of disaster has been in effect for 28 days. After 28 days, the governor shall issue an executive order or proclamation declaring the state of disaster terminated, unless a request by the governor for an extension of the state of disaster for a specific number of days is approved by resolution of both houses of the legislature. An executive order or proclamation issued pursuant to this subsection shall indicate the nature of the disaster, the area or areas threatened, the conditions causing the disaster, and the conditions permitting the termination of the state of disaster. An executive order or proclamation shall be disseminated promptly by means calculated to bring its contents to the attention of the general public and shall be promptly filed with the emergency management division of the department and the secretary of state, unless circumstances attendant upon the disaster prevent or impede its prompt filing.
(4) The governor shall, by executive order or proclamation, declare a state of emergency if he or she finds that an emergency has occurred or that the threat of an emergency exists. The state of emergency shall continue until the governor finds that the threat or danger has passed, the emergency has been dealt with to the extent that emergency conditions no longer exist, or until the declared state of emergency has been in effect for 28 days. After 28 days, the governor shall issue an executive order or proclamation declaring the state of emergency terminated, unless a request by the governor for an extension of the state of emergency for a specific number of days is approved by resolution of both houses of the legislature. I don't know nearly enough about the law to weigh in on who's right or how the courts will or should rule, but that's what the papers have been saying.
I brought up that the Republican majority isn't veto-proof because the Senate passed a bill a few days ago to cut the governor's default emergency powers to 14 days instead of 28 going forward, and Governor Whitmer said she wouldn't sign it. Sorry for causing any confusion; I'll try to organize the header better tomorrow.

Social distancing in general is fucking retarded because if you have mask and generally clean yourself up, you are not going to get infected. It's only when you are touching shit that other people coofed on or people touching their nose and wiping it on their seat or just touching their face and then touching other shit, does it ever become a problem.

If people had masks All the time before they leave the house, it removes 99% chance of infected morons touching their face and then touching other shit.

Mask is idiot proof. People need to get that through their head. Mask is the ONLY solution.
