That's idiotic. Even if you have a reopening reason as callous and ultimately dumb as "fuck it if some boomers die," that isn't eugenics, because it does absolutely nothing to improve future generations to kill some people who aren't reproducing any more anyway. It's eugenics if you sterilize or exterminate people who present some risk of reproducing.

I have to admit, it's nice that the witchhunts are so open and earnest these days. Back in the day people had to organize pitchfork mobs and try to keep the target from fleeing and all that.
