He ignored the corruption in the legal process taking place that he had the power to stop. Him stopping it would not have meant ignoring the law or treating the law like a suggestion, but using the powers of his position the way Barr demonstrated he could have.
You can look at Barr setting precedent for immigration courts to send people back to Mexico and Guatemala and so on, for yet another example of powers of the AG has that Sessions refused to make use of. Which is kinda given how some Sessions fans pretend he helped tons on illegal immigration when Barr has been the real star on that subject.
Sessions was just a disappointment who could only make nice speeches.
