Powerleveling a bit here, but I grew up in an area with a sizeable black and latino population. It wasn't even a bad part of town, most households there were low-to-middle class. Not fully comfortable financially but not destitute either. So even though there wasn't a whole lot of gang activity in the neighborhood it really wasn't hard to find thug-wannabes showing off their guns to anyone who would care to look. (To be fair, that also included edgy white kids.)
