Because they're brainwashed into thinking that whitey views them all as animals and therefore cannot be reasoned with, and the only way to gain concessions is to make "The System" bleed until it sues for peace.

It's a deliberate decision for PR purposes, not incompetence. What happens if the police come in and arrest people? Protesters get hurt and it looks real bad for the cops. What happens if they stay the fuck home? Locals loot and burn shit and scare the suburbs into voting for law-and-order. It's an obvious choice for police leadership to let other people's stuff burn.

what concession? the cops who murdered that guy have already been fired and investigations have been launched, what more can the city even do?

Basically. I will be curious to see what they actually do with the guard though. Will they actually bring them in with a full combat load or will they just be some extra muscle for the police lines. It will also depend on what units get activated. If it's just a few companies of MPs, medics and support staff then it's just the bare minimum effort and the governor is trying to look tough.

If an entire Brigade or two from the 34th Infantry Division rolls into town with its equipment then either shits going down or they think it will go down sufficiently to justify truck mounted machine guns.

My money is they wont be bringing in infantrymen. It will be some MPs looking really tough and doing a rolling show of Force. The Governor also has to notify the Pentagon (i.e the President and Sec Def) he is deploying the Guard in his own State. This in case for some reason the president does not like what he plans to do and orders them back to barracks.

This is almost exactly what happened in Baltimore though after the Freddie Gray "peaceful protest" the cops simply stopped patrolling and the city hit murder record after murder record while the local hoteps whined the police didn't care about black people.

When they deployed in St Louis after the Mike Brown chimpouts they were armed.

I didn't realize they still had the M60 in service but there's footage of a black guardsman armed with one while the rest of the joggers are getting back.
