depends. If you come up to fight me and I defend myself causing you to have a heart attack from wrestling with me I am not responsible. Similarly, if the cops subdue someone legally and with proper procedure and they have a heart attack they are not responsible. Obviously kneeling on the back of someone's neck/head/shoulders for a prolonged period isn't proper procedure. It's why we're looking at manslaughter and/or murder in the third degree
