Late and not worth much by now, but a police officer buddy of mine says a knee to the neck is taught in academy as a last-ditch effort to protect your life if it is you or them. But that in the real world (not school) the neck is avoided as a means of subduing someone, it is severely discouraged, and that once the cuffs are on, it's over.
