There's a min. distance these things have to be fired from or they have a high probability of being lethal. At the same time they're not overly accurate. 40 - 60 yards depending on the round. Keeping in mind they generally cannot be fired inside of 20 yards.
Also keep in mind for for most of our history 'riot shotguns' fired live ammo, even in India they still use .410 shotguns for crowd control.

I believe she was shot sometime around 7-8PM, because they started using tear gas around 6PM. They started using tear gas after protestors started vandalizing and throwing shit at the police HQ and an armored vehicle, after cops told them to disperse. The woman was apparently just standing holding up a sign near the sidewalk in the LMPD parking lot. Rioting was in full force by 10PM. Curfew didn't start until 1:30AM.
