He knows they want to pin this on him. By refusing to take responsibility until they ask -- and then, only supporting their plans -- he makes them take responsibility for it.

Normally, Local DNC types can just play hot potato with the responsibility. "It's not our fault the city burnt down, Trump's president!" This cuts their escape route off. Now they have to own their failures, and in some cases this is the first time in their careers anyone's made them do that.

Not sure this will equate to local wins in 2020, but 2022, 2024 is going to be a significantly different story.

yes, the threat should be "anybody out after 8:00 will be arrested for breaching curfew and thrown into a holding cell until the state of emergency is over"
at least then the cops can actually go through with the threat and keep credibility. once people see that they mean business, they will obey orders just fine.
