You just need a more powerful signal unless the department has gone digital/crypto. Lots of systems in small towns aren't. Ii larger cities they might use those their higher end net for command and control, tactical teams, etc. A police scanner is just a radio that doesn't transmit.

Even if they go digital/crypto if you have a more powerful signal then shit ain't gunna go through. It just means you can't listen in without the decryption key, and it's harder to figure out what frequencies they're using and whether what you're doing is working.

Radio stuff isn't particularly complicated or expensive. Like, this is stuff that started with analog electronics in the 1930s. Jamming police radio is simply a matter of having the right antenna and driving it with a bigger power source than the cops have.

Doing this is basically shouting COME ARREST ME I'M BEING A GIGANTIC TWERP over radio frequencies, only reason it doesn't happen more often is that people doing this get arrested pretty quickly. Oh, and it takes a weird combination of "smart enough to solder together a hundred bucks worth of electronics components" and "dumb enough to light a kilowatt beacon to get the cops to arrest me for felonies" for someone to do this.

how long does it take for them to locate an active jammer device?
like, if you were to take one and hook it up to a power outlet in a looted store, how long until the cops find and disable it?
