Even if they go digital/crypto if you have a more powerful signal then shit ain't gunna go through. It just means you can't listen in without the decryption key, and it's harder to figure out what frequencies they're using and whether what you're doing is working.

Modern multi site P25 systems can deal with jamming decently. If you send shit on an input freq the system will stop listening to that input and tell the subscribers to stop trunking to it. You would have to try real hard to busy out the whole system and you would likely be easy to find.
