but beyond that, these guys aren't interested in doing anything at all. they will certainly not suddenly decide to launch some kind of invasion into the inner cities, because they have no stake in the inner cities in the first place.

100% correct. Why the fuck would I drive to Atlanta, Baltimore, etc. when I couldn't care less about those cities or the people in them?

There's a fear to do anything among that crowd. Despite the fact that there's outrage from events such as monuments and museums being torched ISIS style, zoo animals being let free into the city, and small business owners getting fucked, they also know that they'll most likely either end up in prison or will be blamed for everything if they try to fight back especially if it's not a "self defense situation".

The far-right still has fresh memories of the CVille aftermath. They also know that the media (and presumably glowies) absolutely wants them to do something based on the fact they keep talking about imaginary "White Supremacists". Then there's the growing rise of accelerationism among that crowd and I think many don't give a shit if it all burns even if it enrages them because they believe that someone will wake up one day over this.
