As a non-American looking in, I don't believe ACAB since policing obviously varies country-to-country, and in the case of the US, state-to-state. Where I come from our officers are as liberal as they come and have been through all the sensitivity training that you wouldn't believe, but the tradeoff is that they are pretty hopeless, and you need ten of them to handle a crazed machete man until they have a window of opportunity to do something that can't be accidentally perceived as racist.
