A very good question and my answer is an emphatic no. Precocious puberty is very traumatic for the child, putting them at higher risk of stress, depression and numerous associated behavioral health issues. i am unaware of how anybody under 14 could qualify psychologically. My friend who is much more qualified to speak to this , being cis female and a social worker, thinks 16 is the minimum age for a woman to have the emotional maturity to engage in sex responsibly. She saw nothing terribly out of the ordinary in what i did. few sane people do. many relate their own conquests at 14 or 15.
