These seem really reasonable until you think of how they can be manipulated after they are put in place. Who chooses the independent body? Who chooses the requirements? Number three is just fucking retarded and a clear step toward deleting the police. Four is stupid because who determines the necessity? Five is moronic as well.

These are the demands of children(or deliberate actors) with no actual understanding of the world(or a very solid understanding). They would set up a system that sits so hard on the police they are incapable of action without calling HQ first to make sure it is all okay.
