So I've been thinking a lot about how to solve the problem.
In the west, the Marxists are using a tactic wherein they work for almost nothing in order to get their feet in the door at corporations. Once they are in, they institute gatekeeping, use HR complaints to get non-Marxists out, et cetera.
Here's how you use the same idea to take care of America's little problem.
Extremely low cost, subsidized vasectomies. Pick your favorite jogger hive, Chicago, for example. Put up a small clinic in a very dark neighborhood. They do NOTHING but vasectomies and maybe sperm count testing -- but they do it at as cheap as humanly possible. WAY cheaper than usual. Include a "certification of shooting blanks" or somesuch. Sell it under the idea of not having to worry about making some clubrat pregnant ever again, and if she comes at you for money, you have proof it was some other nigga.
Suddenly, breeding rates in the jogger hives start dropping like a stone. Yeah, it'll take a few generations, but getting them to sterilize themselves is the easiest way.
(Fun fact: IIRC, this was actually the plot behind Planned Parenthood back in the day, before the left embraced mass murder as a "right.")
