I feel like if you swung a bat hard enough to do damage with barbs you'd do enough damage without, and then those things would get stuck.

It turns a lightly bruising blow on open flesh into a shredding, and makes the weapon unsafe to block or grab on a missed or stuffed swing. A clean bat needs an optimal swing, the barbs make the dud or partial swings dangerous too.
You're right it could get stuck in clothes, but the upsides are worth it in many cases.
