that's actually an interesting point because what makes a Dominican? a Dominican passport? then sure, some are very white, some are very black but I would take a guess that those who went to live in the US are brownish and not the top elite of Dominican society
every country has a definition of white. In Brazil very dark people call themselves white. Then they started to give special things to blacks and people tried to pass as blacks, identical twins were sometimes classified differently because they went on different days to the commission.
So I would say whether Dominicans are white or black depends on your point of view. In America (the continent) they also ended up mixing with the Indians (both natives and both Indians from India) so it's very mixed. In Norway they would find Italians very dark. In Italy they would find Italians "normal", Norwegians much too pale and they would have another definition of blacks.
Then in Italy some Northern Italians say Southern Italians are black Africans, some Southern Italians say Northern Italians are wannabe Germans.
Zambia had a white president with Zambian nationality not a long time ago.
So are Dominicans white? imho it depends on you, if they look black to you they are black. A study (

Does that make the "average" Dominican black or white? And note that this is average, so there are people more "European only" and more "Black only".
imho it depends on one's definition of black and how people look. I have met people that (not for YT views) were very dark and said they were white and people who looked very white saying they were black.
at least in my point of view, the rioters with dark skin and curly black hair are black, the idiot snowflakes with white skin and blue eyes are white.
