I always understood it as Latino=from Latin America. Spaniards are hispanic obviously, but they're not latinos. Neither are spanish-speakers in places like the Philippines.

Most use I've seen in europe is for italy spain and portugal. Here latin americans are just called "sudamericanos" (south americans) so as I said the use varies a lot.

Let's keep something in mind here. The end goal at the end of the day for the deployed troops is not to be hardassed killers, it's to help restore order. If showing fellow human beings that despite their uniforms that acknowledge they may have legitimate reasons to be upset and do a token gesture of support while still not compromising on their lawful orders, then that's fair enough. At the end of the day, said soldiers are Americans too, and they don't want to have to kill their fellow countrymen if they can avoid it.

Latin-america is actually the term favored by France, as it includes French speaking countries in America too (as well as Spanish and Portuguese speaking countries). I stopped playing during Stormblood when the game was going downhill from there. I'm sure people like that green haired pig had a hand in it. FFXIV is the only game that has a community I actually resent, as you can see the reasons why in the pictures I posted.

I swear, I end up spelling this out every damned time there's an officer-involved shooting. The cops do not shoot to kill. The cops do not shoot to wound.
