Correct me if I'm wrong, but isn't Minnesota a pro-union state? If they're not right-to-work, then the police union could prevent this or raise a fuss on the state level in general, and who knows what that could snowball into?

Also, government employee unions tend to be very strong as a rule. The teachers union in California is a prime example.

I don't think that, no, but I advocate for whites first just as most other races will advocate for their own first. There's nothing wrong with it, and trying to delineate by class is flawed as well.
