Those two losses, adjusted for "political capital inflation" means she might has well have lost 3 times and, historically, they stop trying to nominate you after you lose twice, let alone three times. Not only is the shadow of scandal catching up to her, but, she's a proven poor return on investment as 2016 showed you could dump enough cash and favors on her to fill in the Grand Canyon, and it didn't matter, she can't win anything but blue strongholds. And that's not enough.

Even an honest candidate only has 2 realistic shots at the office, if they're on the ballot for a major party twice, but never win, they get dropped.

The LA mayor shelved an increase in police funds, which is a little different than removing funds. The government there is all about symbolic gestures but they know what side their bread is buttered on. The LAPD is all that stands between Beverly Hills and Hollywood and the lowest IQ population in the nation, and it will never go away unless it's fully replaced by some sort of corporate army.
