I'd love to see how many of those were the result of gang violence or unrelated criminal activity carried out because they knew the police would be too busy to react. A riot is a wonderful time if you want to get rid of someone without being noticed.

Where does this optimism come from? Portland is the way it is because the mayor himself told the police to stand down and do nothing, especially if the arrested is antifa.
