These are really popular in a lot of cities. Seattle has a bunch in different neighborhoods. I think there might be even more in addition to the P Patch ones.

I think it's part of a several-step process:

-Stabilize cities and make them desirable places to live
-Prevent all property development except for luxury, ritzy apartments which attract a bunch of dumb rich yuppies
-Make a bunch of money from selling that handful of development rights
-Gentrify out EVERYONE and EVERY NEIGHBORHOOD until it's nothing but retarded yuppies in your shithole
-Let them turn the town into complete shit
-Rich yuppies leave the cities in drove as crime, drugs, lunatics, and parasites flock
-Buy up all the now-developed properties that landlords don't want to hold and can't make a profit on as prices plummet
-Repeat

The -city- gets horribly impoverished, sure, but there's always enough to go around for the slimes in power to grease plenty of palms with.
