You can usually get a whole rotisserie chicken for $5, that isn't even cooking your own. Potatoes are practically free and even potato flakes are ridiculously cheap. You can turn a chicken carcass or two into chicken soup overnight in a slow cooker for practically no work and add any random vegetables, rice, noodles, whatever for another couple days worth of food.
The main issue for really direly poor people, though, is lack of access even to a basic kitchen.
poor people can cook cheap food, they cook all kinds of shit, rice beans, greens, hogmaw, pork neck, oxtails and shit like that.
the poors who eat out a lot just like the taste of fast food or have childish habits that never went away.
and then theres the poor people who stay poor because their kids are lazy as shit and steal the rent or utility money. "im going to work, take this cash and pay the power bill at the corner store" and instead they take the cash and buy chips, beer or weed.
theb next month's bill comes in, its got the old bill + new bill + late charges and it just builds from there. and these kids are anything from teens to 40 year olds, dont want to work, dont want take orders from someone else, dont want to look like a chump working at walmart or mcdonalds.
and then there's the poors who just cant do shit because theyre too dumb to do anything.
