The EO was vacated by a court, not Trump, on grounds of it being an illegal rewriting of the law. It was vacated so long ago that the EO never went into effect and trannies never had those rights at all. Transgenderism is not a protected class under Title IX of the Civil Rights Act.

What service is being refused?
