It's unclear. The preceding paragraph seems to be talking about the charges as part of Baca's defense.



The article doesn't say all charges are dropped against Baca, just the aggravated battery charge. The "still under investigation" line seems to refer to this single charge, which might be re-instated if they can gin something up. They'll probably try to tag him for reckless endangerment or firing a gun in public or something.
I don't think a jury will convict him on any of that. He was retreating and they chased him and continued to beat him. Any person in that position would aim that gun at the people threatening to kill them and pull the trigger until it dry fired. Also taking into account that he fired just until he was out of danger, and then peacefully surrendered. Even if they try to charge him with some bullshit I don't think a jury would convict him on a damn thing. I have to keep that little bit of hope for humanity otherwise everything is too bleak to laugh at.

It is. It isn't the Twin Cities anymore. It's something else entirely. 2010-2015 was the beginning of the end, and right now is the beginning of whatever shithole it is now going to be.

For all intents and purposes, it is gone currently. It could bounce back before the year's end, but its doubtful. Without a complete change in leadership from top to bottom there is no chance for recovery. How long before the remaining overworked, underpaid police officers there walkout as well? From what I have heard they are not even getting paid overtime right now because the city is broke. Even if they were, their inept leaders are feeding them to the mob and hanging them from the lamp posts if they so much as harm a single person regardless of what that person does to them. Maybe I am being a tad too black pill, but I just don't see this getting better any time soon, and in fact see it getting way worse. If the cops walk, the truckers will make good on their threat. Once the city runs out of food and supplies, yeah the burbs might have supplies, but where do you think the mob is heading?
 
Generally speaking I'm not exactly picking up my pom-poms and cheering for a cop that shot somebody in the back... seemed like a bit of an adrenaline fueled overreaction if I am being as objective as possible... But goddamn the elected officials just hanging every cop possible out to dry is just such obvious pandering that I don't blame cops for coming down with the blue flu.

Economically though. the city has become a solid little tech stronghold in the Midwest outside of Chicago. If someone has been able to ride the economic wave, it’s been a good decade.

The police are going to leave, no matter what. Most of the mob doesn’t own cars, so I’m not too worried about the second and third ring suburbs. First ring though? They’re in danger, that’s why I’m looking at towns at least a half hour outside the city. On the other hand, 36% of households here own guns, and I’d bet most of them are in the suburbs and rural areas. The mob will face resistance if they try. They’re staying in the city limits now because they know the self-hating white liberals don’t think they need guns and are sitting ducks.

There will be cops in the burbs. There will also be citizens with guns. Gun sales sky-rocketed during the shutdown. I can't wait to see the spike these chimpouts have caused. It appears Minnesota is a duty to retreat state, so that is a failing, but beyond that, gun laws are decent. Let the mob come.

This is just as stupid as people who say there is never a reason to hit a woman. If a woman is holding a pillow over your child face, you hit that bitch and you hit her hard. If some woman is trying to stab you with a nigger knife you hit her until she is no longer trying to kill you. I come from a cop family and I'm pretty heavily pro cop, but goddamn, the partner could have jumped in the Crown Vic and run his ass down 40 yards beyond the Wendy's. Throwing a dozen charges at him or whatever the fuck is just goofy... but no, this wasn't some obvious case of a clean shot.

A TASER can incapacitate a cop so the firearm can be taken. The distance was what? 15 feet so the suspect can be in control of a gun in 1.5 seconds? Perhaps this was not the cleanest shoot but it was a justifiable use of force per Tennessee v. Garner.

You come from a cop family and can't appreciate the split seconds necessary to make decisions? You can't respect that these officers saw his priors and saw that not only had he been arrested on multiple DUI's, but also neglected/abused his child? Clearly he was a waste of carbon and a potential danger. He didn't have access to his vehicle and had a tazer, with charges. He could easily have kidnapped someone, or carjacked them with a police tazer. Fuck right off with your appeal to authority i.e. "I come from a cop family".
