What school did this idiot go to? Schools over the last ten years have been having a zero-tolerance policy on bullying of any kind whether it is racism or homophobia. I keep asking myself do they actually believe this or they blow it out of proportion?
Depends on the school, honestly. At mine certain kids could get away with pretty much anything because of who their parents were. Although, that was almost ten years ago so maybe it has changed. It wasn't really an identity politics thing, just that the school would let things slide if a kid's parents had donated a lot of money.
Now that I think of it, it might not be a tactical underestimation of their own power, but a continual increase in their sensitivity that lets them feel oppressed once more (which is also the reason why they're never satisfied). So the school will still suspend you for calling someone a nigger, but they're not punishing the white kid who made the OK sign so they must be OK with racism REEE!!
Zero tolerance is just awful for kids. I know a guy who did substitute teaching, and there was once an incident where two kids got into a fist fight in the hall, and when a third kid walked out of a room he got slammed into. Kid who got slammed into was the one to get suspended and didn't even know what the hell happened.

Real talk. I sincerely and unironically believe zero tolerance policies like this are used to remove undesirable children from the class or school.
That's what they were designed to do, but in our new woke age it's become perverted so only the people at the bottom of the progressive stack can be punished.
