No, they don't look away - the problem is the no-snitch culture and the parents who don't look after their kids. They roam free. What are cops supposed to do in a situation where they only have a photo and a "last seen at" location? It gets put on the news, yet no one sees these kids. Their community has failed them, and there's a high level of child abuse in the black population as well.

Politics are so nasty these days that no one will ever be able to get anything done. It sadly looks like the only way to get something done, for better or for worse, is to hold all the majorities and dominate the other side. What made NASCAR unique is that it wasn't corporate. It was a rough around the edges, fast paced, southern white sport.
