Oregon is doing those people no favors by not putting its agents between its citizens and the Feds. A state charge of riot pails in comparison to what could happen to these people if they provoke the Marshall's to come out and start making arrests.

I dont think we are there yet but we can see the rumblings. The US civil war was fundamentally a political argument over political issues. But what is being demanded on the streets of American cities right now is not political. It is spiritual. And such conflicts can get very nasty.

When you say negotiate, I think you mean use words.

Couple weeks ago, talked to a buddy who does security for diamond mines in Africa. He hates Marxists like I do. This is what he calls negotiating. When he needs something to stop, he just grabs one, cripples him, and makes sure the rest can find him. After a few days, they usually leave or start killing each other. They never make it to the mine.

This is because Marxists are Cowards. They mob up because they think there's strength in numbers. The moment they realize this doesn't make them safe, they either leave or freak out. Makes you think about the average protestor, there's a lot of information about them on antifawatch.us. They average around 5"9, the average weight is somewhere under 170, and they mostly look frail. When I think about what it would take to "negotiate" with them. The one thing I've seen in the videos that could be a vulnerability is loss of direction. The people who seem to be "leaders" often call themselves Medics, you can usually spot them with a walkie talkie. The others tend to wander off when there's nobody there shouting at them.

If I was tasked with putting down the riots, I would just focus on spotting the ones with the walkie talkies. I'd treat them as horribly as possible, then I watch to see if 30% of people walk away. That's the indicator it worked.
