Nitpick, you mean dark web, which is the part of the web only accessible using certain specialized clients or otherwise not directly accessible in the clear. The vast majority of this is tor although there are other blacknets.

Deep web is just anything not directly findable with search engines, like LexisNexis or anything in a database format you have to interact with directly. Things like the FEC database or other large, searchable things you can directly access through the Internet but doesn't get indexed.
