It's the school administration which does the evaluation. The evaluations are required by CC and it has a set of standards that you are supposed to evaluate teachers by. These evaluations, along with standardized test scores helps determine which districts get federal and state funding, as well as teacher bonuses and pay raises. Naturally, this has conflict of interest written all over it.

This is on top of the problems created by the CC materials you are supposed to teach.
CC requires teachers to teach in a specific way that is often counter intuitive for both the teachers and students using methods that were developed by both bureaucrats and professors that have never had any practical experience teaching children, but have studies (usually flawed or with small sample sizes) that claim their way is the best. Federalized education was a mistake and the Department of Education was one of Jimmy Carter's worst mistakes.

I may not have solid evidence for this, but I believe the lesson plan timing was intended for jr. high and high school systems where you have set periods of time for each class. This does not work in elementary schools where you have the same class for most of the day. Elementary school is meant to teach basics to young children and ensure that all of these students have roughly the same set of skills before they can start exploring different classes in jr. high and high school. The single teacher system allows teachers to get to know their students and focus on students who need the most help or may just need the lesson explained in a different way. This reeks of someone just ctrl-c and ctrl-p the evaluation standards for higher grades for elementary students either out of ignorance or apathy and now teachers have to face the consequences.
