He had to have gotten permission from his PO to move to Virginia. On the one hand, I'm sure California wasn't heartbroken to see Marshall leave. On the other hand, I think there were concerns about letting a domestic abuser move to Virginia to get involved with a woman with no means of support other than government benefits, and her five small children. At any rate, he managed to get his supervision transferred to Virginia. It's possible Virginia CPS has made a determination that Marshall is not allowed to cohabit with Melinda and her children, which is why they ostensibly live apart, but that part is unclear as of now.
