The position of dictator was itself heavily restricted in the Roman Republic. It had a very strict term limit. You had to do your business within the allotted time, and then you were out. This gave dictators a strong incentive not to go full Nero or Caligula (Emperor was a different position, that evolved very informally, without any clear outline of its powers and limitations) because if they really fucked things up, their heads would be on the chopping block once their term ran out. It's actually a pretty good way to deal with the "emergency powers" problem, and a lot better then your own embracing of totalitarianism.
