Breast jiggle depends on a few factors - mainly how much fat tissue is present.

Women with little breast tissue, or more implant than tissue, find their implants bounce very little. The foundation of whether breasts move or not is elasticity of skin, and what it's holding inside.
A weighty silicon implant will jump up and down if it has the room/fat support, but it's noticeably more jagged in movement than natural breast tissue.

TL;DR the fat:implant ratio basically determines the jiggle level. Small implants on large breasts have enough breast tissue to still move around.

Big implants on small a small foundation of fat leave little room for jiggle.

Anisa's implants are bad. Especially bad when motionless. But in terms of sizing them accordingly to her OG fat tissue, they are fairly ok. Could be a lot worse. They have some movement, and it's not "rock in a sock" level jagged.
