Define cartels? Do you mean the socialization I myself referred to in the original post in regards to the bandying together of certain sectors of society along corporatist institutions? Junkers weren't necessarily the only ones - opposition to the war on an ideological level manifested as soon as 1940 and the invasion of France was done and over with but everyone was far too busy exalting Heinz Guderian and the successful implementation of blitzkrieg to actually bother with that opposition; I can't say you're entirely wrong that small businesses didn't thrive, particularly in the middle of German metropoli, but incase you haven't noticed they don't tend to thrive very well now either, if we're considering Mom & Pop businesses, in the face of unregulated Capitalism - of course, tech sectors, indie gaming, etc. make small companies and small creators much more liable to succeed but on the street, unregulated capitalism today is no good for small business; for me it's hard to deny what you're saying but consider it an ultimate 'negative' when many of those small businesses were absorbed into state institutions that gave them good standards of living and civilian purpose.
