Proquasexual is when one is exclusively attracted to feminine people or people with feminine presentation when one has a feminine gender or presentation. The attraction is based on the appearance of femininity and not necessarily gender.

The term was made for non-binary people who are uncomfortable with using terms like "gay" or "lesbian", though one may identify as gay as well as proquasexual if they wish.

Similar sexualities include: trixic, femaric, venusic, and lunaric. The masculine equivalent to proquasexual is proquusexual.

It's based off the logic from this old post:

TL;DR Because Jessica Rabbit doesn't fuck every man in sight as her design might suggest, she must be asexual.

Equating not having/being interested in sex to "not being bad" seems like it would be a problematic take for a lot of reasons (something something homophobia, or something something feminism), but this isn't uncommon for ace logic.
