The president has control over federal agencies, vetoing federal legislature, and the armed forces. Beyond that, he can just make strongly-worded recommendations to the states. I can forgive him for not thinking he'd need to give de Blasio the recommendation "Don't put COVID-positive people in nursing homes you idiot."

And Texas's per capita death rate is less than a fifth of New York's. Florida's is even smaller.
