In or around? That is a very important difference.
If "In" then outside of someone inviting Johnny in (lmao) or Johnny breaking in (lmao) very low possibility that Johnny Fatty Patty 2x4 started the fire.
If "around" then that's a simple conclusion as pretty much anyone can go anywhere and start a fire, then go back to their normal location and say "It wasn't me! I'm on the second floor!"

John is at the end of the day, a Narcissist; and if cornered will quite literally pull any stunt to get himself out of any hole he is in, (regardless if they are his own or not); however his Victimization/Attention seeking behaviour is an Ego Defense, rather than a compulsion; unless being used as an excuse, he will not go out of his way to do so (unless he is on a complex high, which is his compulsion).

Given his record; "Most likely not, unless it was a means to shield/scapegoat a situation he is currently in; or if his confidence complex is in a state of high (meaning that he is suffering from a lack of internal confidence/inferiority)"
We can view the past and current events as evidence to "John is in a tough spot, and his complex is in a high phase atm" (Catfished, upcoming trials, assault on Miriam, etc)
Conclusion: "Normally no, however the possibility given the current circumstances very possible. It should be looked into; the most obvious answer (and most likely) is that 'John saw an excuse for victimization in something that had nothing to do with him, and as a narcissist decided to take full advantage of it, and attempting even to commit fraud.'
