He's saying some crimes are violent and they aren't acceptable, but some are "the instinctual reaction of a people" who have been gassed and hit by munitions. Sounds like he isn't going to prosecute anyone who was gassed, and listed a bunch of things like disorderly conduct, trespass, interfering with police officers, and 3rd degree attempt to escape arrest.

What does one do when the criminal justice system is no longer adversarial and instead has the criminals and prosecution working together? We’re headed to 3rd world bananna republic real fast. Is there anything the department of justice can do to step in and prosecute these people or remove the DA? If there’s no way the feds can intervene we could easily have a whole state that’s a giant thunderdome hellscape where there are no laws and no rules. Take Chaz to the state level.
