They are not the same difference at all and neither is actually describing the pentateuch. One describes a book between two others in a collection, eg: "The two towers is a book between fellowship of the rings and return of the king" and the other is simply not a complete sentence.

Keyword there: "in your land". These were people that came to the Nation of Israel, but who were not born in The Land. They were expected to follow The Torah. They were grafted in.
