It doesn't have to be publicly shared to be revenge porn. Even if he hadn't shown it on stream and it was never seen by any of us, it still meets the standard because he shared it with someone that was not a subject of the video for the purposes of embarrassing the other person in the video.

If it was unconsensually released yes. She acknowledges the filming during the clip so it doesn't fit the first option for the statute (which is filming without consent), but should it prove to be unwillingly released on Faith's part and if she wants to cooperate with an investigation then yes, it would classify as revenge porn under the second part of Virgina's revenge porn law. The real question would be whether a DA would put this clown car of a case in front of a judge which is probably a big fat fucking "NO".

It's also worth mentioning that Ralph was the one with the copy of the film, thus he would be the one liable for it's release. Methbro is especially protected since viewers caught the link Ethan's account shared before the video was even opened on stream.
