This was probably Robert's scheme to get him out. It would be easier just to dump him in Tucson and then not bring him back than to have the drama of trying to remove this disgusting pedohobo, which because Tom-Bomb is a psychotic freak, would inevitably have to involve the police, because he wouldn't just leave when you told him.
